Responsible for all HR functions to include Compensation, Employee Benefits, Employee Relations and Payroll functions.  Develops compensation plans and policies to reward employees based on performance of the individual and the credit union and to ensure competitive pay rates are designed to attract, retain and motivate employees.  Analyzes credit union compensation policies and government regulations in order to comply with legal requirements.  Coordinates all aspects of hiring and internal placement of employees.  Interacts with vice presidents and managers to maintain sufficient staffing in all departments.  

Develops and administers various human resources plan and procedures for all staff.

Acts as a resource for managers and supervisors for guidance and problem solving. Advises management in appropriate resolution of employee relations issues.

Reviews all recommendations for termination to ensure compliance with employment and labor laws.

Ensures processes, procedures and policies are in compliance with federal, state, and local employment laws and regulations.

Maintains knowledge of trends, best practices, regulatory changes and new technologies in human resources, talent management, and employment law.

Represents credit union in defending Texas Workforce Commission charges.

Reviews analysis, job evaluation and market research provided by the HR Generalist in recommending new or re-evaluation of positions.

Analyzes trends in compensation and benefits, researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains high performers.

Develops and maintains a performance management system aligned with the strategic focus of the credit union.

Coordinates and reviews pay increases, promotions, annual salary increases and incentives.

Develops and coordinates maintenance of position descriptions.

Analyzes all salary surveys, market comparisons, and internal equity to determine competitive pay rates for all positions.

Coordinates new employee orientation and works with the Training Department to schedule new employees for training.

Works with all departments to coordinate job postings and maintain staffing levels to ensure to ensure processes remain efficient and member service is provided at the highest level. 

Develops, maintains, and updates policies for the HR Manual and Employee Handbook in accordance with best practices, government regulations, legal requirements, and changing company procedures.

Oversees benefits administration and implementation.

Conducts and documents workplace investigations as necessary.

Prepares budgets of Human Resources operations.

Has authority to recommend hiring or terminating an employee’s employment. 

Ensure compliance on a day to day basis within the areas of your responsibility and ensure that employees will receive the necessary training to comply with applicable regulations, to include Bank Secrecy Act (BSA), Anti-Money Laundering (AML), Member Identification Program (MIP), and Office of Foreign Asset Control (OFAC), which apply specifically to their job.

Other duties as may be assigned or required in connection with the general operation of the credit union.



Comprehensive knowledge of the credit union’s personnel policies, procedures and philosophies.

Comprehensive knowledge of the laws and regulations pertaining to employment practices.

Good judgment and analytical ability in making compensation and employment decisions for the credit union.

Excellent interpersonal, negotiation and conflict resolution skills.

Excellent organizational skills and attention to detail.

Strong analytical and problem-solving skills.

Ability to act with integrity, professionalism and confidentiality.

Excellent verbal and written communication skills.

Ability to prioritize tasks and delegate when necessary.

Bachelor’s degree in Human Resources or Business Administration with emphasis in Human Resources, or related field and three to five years similar or related experience.

PHR, SPHR, SHRM-CP, SHRM-SCP certification preferred.

Requires sitting for most of the day, lifting up to 20 pounds occasionally, bending, squatting, twisting, kneeling and reaching below shoulder level occasionally; reaching above shoulder level frequently.
